Comissioner Meeting Minutes – January 2018

January 16, 2018

 

The regular meeting of Joint Fire Protection Ferry County District 3/Stevens County District 8 was called to order at 6:30 p.m. on January 16, 2018 at the District Office by Chairperson: Charlie Cole.

Present: Commissioners Chez Young, Helen Sowards, Shirly Nevin, Steve Benell and Dale McNitt. Chief Herb Hippler, Purchasing Agent Mark Stevens, and Secretary, Shauna Hippler.

Minutes: Charlie read the amended minutes from November 2017 minutes.  Shirly made the motion to accept and Steve 2nd, vote was unanimous.

Helen made the motion to accept the December 2017 minutes, Chez 2nd, vote was unanimous.

 

Resolutions: Three new Resolutions

  • 2018-1 Agree to operate as a joint department
  • 2018-2 Organization of the Joint Board of Fire Commissioners for 3&8 committee.

DNR Phase 2 Grant:  Herb has turned in the grant

 

Tribal Mutual Aid: In the past the Tribe hasn’t wanted to sign the Mutual Aid Agreement. The dept. will just wait until they’re ready to agree to our terms.

 

Alivia’s accident: The BVFF board met with Alivia before the commissioners meeting to go over her accident. The accident form was sent to BVFF and Steve is handling the case.

 

 

Communications to Board: Charlie turned in his resignation as Station Captain for the Barneys Station.

 

New Business: None

Budget Report: January’s treasurers report will be brought in and signed at the February meeting.

 

 

Vouchers Audited and Certified BY THE AUDITING OFFICER AS REQUIRED BY RCW 42.24.080 and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing, which has been made available to the board. As of this date October 12, 2017 the board by a unanimous vote, does approve for payment those vouchers included in the above list and further described as follows: Accounts Payable vouchers #320398 through #320423 in the amount of $17,928.17.

Committee Reports:

  • Buildings: Chez is handling the building plans for the Northport Flatcreek Rd station. And contacting Ziggys to draw up the design and cost. The new station will be roughly 48 x 68 with 4 doors in the front to house at least 5 vehicles. Roy Eslick has donated his dump truck to haul in gravel etc. he’s asking the department to reimburse his gas expense. An ad in the newspaper will need to be placed for bids on the new station, we need at least 3 bids. Bid would be for materials only. Commissioners would like to have Fogles to give a presentation to set up the water system in February.

Medical Officer Report: None

Chiefs Report: We had an eye injury in the vehicle storage building The local board of safety committee reviewed the claim and came up with a corrective action to prevent this type of injury in the future.

I’m making headway on the FEMA grant, hope to have it completed by the end of the month.

DNR phase II grant is in the home stretch for being awarded, they needed more info on the location of the dry hydrants and permits required to install them.

SOP’s will be going to print in Feb 2018 and a copy will be handed out to all volunteers along with a signature saying they received a copy.

Structure class has started in Colville, we have ran out of structure gear and will need to place an order for pants and boots once they have completed the class.

Wednesdays in January have been dedicated to ice rescue training. We will be having a final exercise Jan 27, 2018 (Hands on training)

There was a fatality MVA in January, we will be doing a after action review next district meeting.

EMT class is coming up. We have 5 potential candidates that want to attend this class, the fee is $950. Almost $1000 bucks out of pocket for a volunteer to attend and wait 1 year for reimbursement from the department. I feel this asking too much from someone to become an EMT for the department and need re-evaluated by the board.

  • Burn Building: Herb has received 2 small and 2 large containers so far.
  • Executive Session: 8:15 to 8:37

 

Shirly made a motion to adjourn meeting at 9:20pm Dale seconded. Motion was unanimous.

Special Commissioners Meeting

This Friday, April 6, at 5:30 pm the commissioners will need to meet for a brief special meeting to vote on paying for the building materials and sign the paperwork for the county to cut the check.

We will also be voting on money for the dry hydrants.

Stevens County Fire Chiefs Training Conference 2018

May 4th, 5th, 6th, 2018

The conference will cover a wide variety of topics including “live fire”, SCBA Operations, Critical Thinking for the Initial IC, Avista Gas and Electric, Vertical Ventilation, Fire Service Administration, Fire Service Leadership and much more. We are looking forward to Spokane County Fire District 4’s, Assistant Chief, Bill Neckels, as our keynote speaker Friday night.

$25.00 registration fee includes the Fire Service leadership class Friday night.

• 25 participants max, Track 1 and Track 2.

• Lunch will be on your own all days.

• Event check-in will begin Friday May 4th at 1700-1800 hours, at Stevens County Sherriff’s Ambulance Building (425 N HWY) and again from 0630-0800 hours on Saturday morning at the Colville Junior High (990 S Cedar) for those who can’t make it Friday night.• Full structural PPE, SCBA and a spare air bottle are required for TRACK 1 both days.

• Please contact Colville Chamber of Commerce for assistance with accommodations at (509) 684-5976.

• Any structural firefighting gear including SCBA’s need to meet NFPA standards.

• Friday Night Keynote, we are lucky to have Spokane County Fire District 4, Assistant Chief Bill Neckels as our keynote speaker. Chief Neckels will be speaking on leadership in the fire service and the code of the west.

• The Critical Thinking for Initial Incident Command, will be held in the Colville Junior High Library. This class will be a mix of presentation and group involvement. This class covers a wide variety of expectations of command. Blooms taxonomy and Costas’ level of intellectual functioning methodology in addressing critical thinking when applied to the initial IC. Fire Dynamics/reading Smoke, Coordinated Ventilation and pit falls of decision making are some of the topics that will be discussed.

• Fire Administration, class is intended to be a round table discussion of current and upcoming problems, issues and how to deal with them. The round table will have a panel of experienced members to answer questions and provide feedback to: This class is targeted at Administrative personnel (Chiefs, Commissioners, Mayors, Administrative personnel). Agencies will include Washington State Board of Volunteer Firefighters, Washington State mobilization, Washington State Fire chiefs, DNR and many other agencies with a wide array of experience. Fire Administration class will be held at the Armory Building, south of, The Regional DNR Office, 225 S Silke Road.

• Avista Gas and Electric, will be presenting a class for first responders on the hazards associated with Gas and electrical emergencies. This is a 3-hour class Saturday afternoon only. The class will be located onsite at Avista Utilities 176 Degrief Rd, Colville, Wa.

• Health and Wellness & Firefighter Cancer, class will be a presentation on the risks associated with a firefighter’s health and cancer. This is a growing concern in the fire service and something that every firefighter should be aware of ways to limit any and all exposures. This class will be at the Colville Junior High School.

• Fire Blast Trailer, will be a hands-on class. We will be expanding on the blast trailer from last year. This year we will add some skills and drills on fire ground basics including: nozzle patterns and control, hose advancement and positioning, various types of fire suppression techniques and more. Full PPE/SCBA required. This class targets firefighters who need “live fire” training or more time on the nozzle. Great for new firefighters. The Fire Blast trailer will be in the parking lot of Colville Junior High (990 S Cedar).

• SCBA operations, class is a combination of classroom and hands-on. This is a great class for those who need more time or experience with an SCBA. Donning, Doffing and skill sets will build confidence in members’ ability to use their equipment. Evolutions will lead up to a full confidence course. This will be a physical-hands on training, with an emphasis on SCBA operations. The classroom portion will be held at the Colville Fire Station 283 E 1st.

• Vertical Ventilation, class will be a mix of classroom and hands on training. Ventilation types and practical applications will be discussed. This is a great class to better understand what goes on interior and possible ventilation tactics. The hands-on portion for vertical ventilation will be on props and will require full PPE and proof of coverage for insurance.

• If you are ONLY attending the Friday night, Fire Service Leadership presentation, your admission is FREE.

• Anyone participating in hands on training needs to be covered by their department’s insurance policy (or Washington State Board of Volunteer Firefighters) (check with your department staff).

• Anyone participating in “live fire” training should have department training prior to the training conference.

Joint Fire Protection District 3 & 8 is accepting bids for “materials only” to construct a new fire station on Northport-Flat Creek Road.

Bids must be post marked on or before March 13, 2018 or can be hand delivered to the Commissioners on March 8, 2018 at 1800 (6pm) at the above address. Bids will be read March 15, 2018 at 1800, at a special commissioners meeting. Commissioners reserve the right to refuse any and all bids.

Stevens County Fire Chiefs conference

The Stevens County Fire Chiefs conference will be May 4,5 and 6
4th Guest speaker Friday night no charge. 6pm Fairgrounds in Colville
5 and 6th dates requires an application to attend.  (Assuming there is a charge to attend since no charge was specifically mentioned for the 4th Guest Speaker.)
More info on the classes being offered at a later date.

Jan 21, 18 Ice Rescue training cancelled

Ice Rescue training previously scheduled for 21 January 2018 in Canada has been cancelled per Christina Lake Fire Rescue.

No word of if/when this is going to be rescheduled.

Jacob East promoted to Captain, Barney’s Junction

With Charlie Cole stepping down as Captain of Barney’s Junction, Jacob East has been promoted to fill the role.

Cole will continue as a commissioner with the Fire District.

When You Have A Medical Emergency

The Fire Department doesn’t just put out fires anymore.  Made up of firefighters, medical first responders, water rescue, and technical/extraction personnel, the fire department will very likely be the first people to respond to most any type of rescue emergency you call 911 for.

If you have a medical emergency, it will be the First Responders who come.

Joint Fire District 3 & 8 is made up of four levels of medical personnel, ranging from Certified First Aid all the way to Advanced Emergency Medical Technicians.  For any emergency, you will get nothing less than Emergency Medical Responders to come to your aid, and generally Emergency Medical Technicians (EMTs) will respond if they are available in District.  These responders are supported by Stevens County Sheriff Ambulance personnel who also respond, and they are also EMTs at a minimum.

When you have an emergency, you have a large and varied number of people who will respond and come to your aid!

To get help to you as quickly as possible, we need your help:

  1. Make sure your address is clearly displayed.  If we have trouble finding you, we’re losing precious time.
  2. In the winter, make sure your driveway is plowed.  We can’t help you if we can’t get to you.

If the situation is critical, you may need to be helicoptered to the hospital.  In our rural setting, an ambulance can take an hour or more to get you to the ER. That on top of the time it takes to get to you in the first place!  A helicopter can get you there much faster.  When it comes to the heart, strokes, or even certain types of broken bones, every second counts!

Lifeflight is the air transportation used for the area.  It is very expensive, there’s no getting around that, and some insurance policies do not cover it.  Fortunately, you can sign up your entire family with Lifeflight for $60/year and that will make the air transport free.  As a District, we don’t specifically endorse any type of company or insurance.  We present this solely for your information.  We’ve attached an application for LifeFlight for your convenience. It is up to you to decide whether or not you need it.

Remember, if you think you have an emergency, you have an emergency.  Call 911.  Don’t be brave and think you can tough it out.  And don’t think you bother us.  That is what we are there for.  It is far better to call us and then call us off than to not call us and delay life-saving treatment.

Never be afraid to call 911.  Never second guess yourself.  911 is there for you. Use it.
